    Description

      Ref: https://forum.camunda.org/t/bug-non-interrupting-start-event-timer-of-a-event-sub-process-continues-to-execute-after-parent-process-has-completed-when-event-sub-process-has-active-user-tasks/13394

When a process has a Event Sub-Process(ESP), and that ESP has a Non-Interrupting Timer Start Event with user tasks, if the parent process is completed, but there are 1 or more active user tasks in 1 or more instances/executions of the ESP, then the Timer continues to execute and create new instances.

If you complete all of the user tasks before the next execution of the timer, then the ESP will complete as expected.
