    Description

      Reproduce steps:

      mvn clean install -Pcfghistoryactivity

      Problem:

      Various test cases fail because there are comments written into ACT_HI_COMMENTS but not removed/deleted

      Expected behavior:

      On what history level should comments be stored / deleted?
