I cannot query for metrics when metrics reporting is disabled on current engine

    Description

      Problem description:
      MeterLogManager adds the current metric values to the result of a query. This fails with a NullPointerException when either metrics are disabled entirely or only the db metrics reporter is disabled.

      Expected behavior:
      It should be possible to execute a metrics query even it metrics are disabled.

      Impact: Can't use the activity instance plugin in Admin when the Admin engine has metrics reporting disabled.
