Truncate long names in non-interpolatable charts

      In non-interpolatable Charts (displaying variable or flow node names), we currently display the full name of the variable or flow node. This takes up a lot of space and makes the chart area smaller which is especially apparent in Dashboards.

      We should limit the length of names we display along the x-axis. The full name of the entity should still be displayed in the tooltip
