      Context:

      Currently, Optimize does not (and is not planning to) support combined decision reports. However, some of our codebase suggests otherwise as part of the combined report logic is implemented for decision reports - for example the `DecisionGroupByDto.isCombinable()` and similar methods. This creates some confusion as to whether combinable decision reports are implemented or not.

       

      This was discussed in the [july backend senate|https://confluence.camunda.com/display/CO/2020-07-01+The+Back-End+Senate+-+July+I].

      AT:

      • it is clear from our codebase that decisionReports cannot be combined, any existing implementation of combinedReport logic for decision reports is removed
