Push Optimize docker image to dockerhub during automated release job

      As part of our release job, we current push the docker image of Optimize to our Harbor registry. We don't push it to dockerhub though, with this instead being a manual process. We should integrate this step into our release job so that both images are pushed together.

      ATs:

      • Optimize docker images are pushed to dockerhub on release
      • The latest tag is updated to point to the latest release image

      Hints:

      Infra can assist with this

      Justification:

      This will remove error-proneness in our releases by removing the manual step. It also aligns Optimize releases so all of our releases are synchronised and therefore available at the same time
