      Brief summary of the bug. What is it ? Where is it ?

      If a user has been granted Optimize permission using the ALLOW type and as part of a wildcard * entry, they will have their access to collections removed on collection service cleanup.

      Steps to reproduce:

      Actual result:

      1. Grant user/group * authorization to Optimize with ALLOW type

      2. Add user to collection

      3. Wait for collection cleanup

      4. Observe the user be removed from the collection despite still having Optimize authorization

      Expected result:

      The user still has access to Optimize so should remain in the collection
