[OPT-6826] Drop support for ES versions <7.16.2

As per the above link, ES 7.15 is no longer supported.

We should drop support for these unsupported versions in the 3.10 release.

ATs:

ES compatibility tests no longer run against these versions
We might want to keep these in the version checker, as I believe we have customers expecting continued support here, even if not documented
These versions are removed from our documentation that we support them
