Report Info popover not available in Dashboard fullscreen mode

      Brief summary of the bug. What is it ? Where is it ?

      When a dashboard is in fullscreen mode, the report info popover is no longer accessible. The same is also true for the filter button on each report.

      A similar issue exists for the "configure process" button - when in fullscreen mode it appears to do nothing. In this case we might also consider removing it in fullscreen mode.

      Steps to reproduce:

      1. Use Optimize in any mode
      2. Create a Dashboard with a report on it
      3. Enter Dashboard fullscreen mode
      4. Hover over the report name and click on the little downwards arrow next to it
      5. also, attempt to click the filter icon on a report

      For "configure process":

      1. Use Optimize in C8 mode
      2. Create a Dashboard with a report on it
      3. Enter Dashboard fullscreen mode
      4. Click the "configure process" button next to the dashboard name

      Actual result:

      Nothing happens

      Expected result:

      The report info popover should open in the same way like when you open this in non fullscreen dashboards.

      The filter popover should open in the same way like when you open this in non fullscreen dashboards.

      Or for "configure process": the configure process modal opens. Though in this case it might also make sense to just remove the button in fullscreen
