webapps: redirect user with valid credentials but insufficient authorizations

      Situation:
      – User has valid credentials
      – User has no authorizations for tasklist
      – User requests "/app/tasklist/" and tries to login

      Current behavior
      – Login denied (but no clue, if credentials are wrong or authorizations are missing)

      Requested behavior
      – Login successful, but redirect to welcome-app
      – Show message about insufficient authorizations for requested app in welcome-app

      This way, the user (and support) can easier distinguish between credential-problems and authorization-problems.
