Allow ES11 features to be used in the webapps

      Currently, featues such as optional chaining cannot be used in the webapps. All suported browsers already support these features or are included as polyfills.

      • I can use ES11 features in development
      • ESlint is updated to v7.
      • Uglify has to be replaced with another minfier, as uglify does not support the new syntax. Evaluate if we can use uglify-es or terser for this
