Users should be able to configure the default value of the cascade flag to avoid mistakes
Functional Requirements (Required before implementation):
- There is a configuration similar to https://docs.camunda.org/manual/latest/webapps/cockpit/extend/configuration/#skipcustomlisteners-and-skipiomappings-flags that controls the default value of the cascade flag in the following situations in Cockpit:
- When deleting a single process definition (Process Definition view)
- When deleting all versions of a process (Processes dashboard)
- When deleting a deployment (Deployment view)
