Clarify that Removal time based strategy works for running process instances

      As an end user, it is not clear from the docs that the "removal-time-based" cleanup mechanism also works for deleting historic data of running instances. With "historyRemovalTimeStrategy" set to "start", it is possible to delete historic data of running process instances.

      May be we can consider adding this information in https://docs.camunda.org/manual/latest/user-guide/process-engine/history/#removal-time-strategy.
