An PA containing no processes creates an entry in ACT_RE_DEPLOYMENT

      Reproduce steps:

      Deploy a ProcessApplication without any processes.

      Problem:

      For each deployment, an entry is created in ACT_RE_DEPLOYMENT.

      Expected behavior:

      No entry is created in ACT_RE_DEPLOYMENT
