Angular is loaded more than once

      Problem:
      when loading the apps, angular is loaded more than once, which results in a "WARNING: Tried to load angular more than once." console message and possibly interfere with tests.

      Expected:
      angular is only loaded once

        This is the controller panel for Smart Panels app
