Only show "House"-Icon in Webapps if it makes sense

      AT:

      • if users only have permission/authorization for one webapp (admin, cockpit, tasklist), then the "house"-icon/menu is not shown
      • if user is not logged in, all apps are available
      • a flag can be used to force the icon (and selection) to be hidden
