In cockpit empty table is shown in "Increment Number of Retries" modal dialog

Given

1. a running process instance with only one open incident

Steps to reproduce

1. open process instance runtime view
2. open incidents tab
3. click on button "Increment Number of Retries" in incidents tab
4. click on button "retry"
5. click on button "ok"
6. click immediately in toolbar on the right side on the button to open "Increment Number of Retries" modal dialog

Expected behavior

1. message "There are no failed jobs available to increment their retries." is show

Observed behavior

1. empty table is shown

Hint: the query criterion noRetriesLeft in the payload of /job/count is missing
