AuthorizationException is not shown when adding a group to a user

      Steps to reproduce:
      1- Login to admin with a user that does have authorization to modify user.
      2- Go to the Users section and select any user.
      3- Go to Groups section for the selected user.
      4- Click on the "Add a group" button, select any group(s) and click "Add Groups".

      Observed behaviour:
      Empty dialog

      Expected Behaviour
      Authorization exception shown in the dialog.
