Reproduce:

• Goto Dashboard Edit mode in Firefox/Internet Explorer 11
• Scroll down

Expected:

• Header stays visible on top of the page like in Chrome

Observed:

• Header scrolls out of view
• Also, the Footer is not visible until the user scrolls all the way down

Hint: The container that is scrolled should be the <main> element instead of the whole page.

When this is fixed, please check that Reports in the Dashboard Edit mode can be dragged and resized while the user scrolls: OPT-944
