The target value button in report page is always disabled

      Reproduce:

      • create or edit a new report
      • select a process definition
      • use the following report configuration
        • view: average flow node duration
        • group by: flow nodes
        • visualize as: heatmap

      Observed:

      • Target value button is disabled

      Expected:

      • Target value button is enabled and opens the target value modal
