make show tooltips settings in charts work like heatmaps settings

    Description

      Currently, tooltip settings when enabled in charts only appear on hover
      This is inconsistent with heatmaps which makes tooltips appear persistently

      • change the behavior of tooltip settings in charts to appear persistently when tooltip settings are enabled
