Make tooltips beautiful

      We currently use the html title attribute to render tooltips. This works and is easy and fast to implement, but does not look very nice. I think we can improve the look and feel of tooltips by implementing them ourselves.

      This gives us control over their styling and behavior like delays.

      AT:

      • Implement a custom tooltip component
      • use the component where necessary (User list warning, breadcrumbs)
