Description
With OPT-1850 the static data upgrade performance test broke in the sense that it doesn't run anymore https://ci.optimize.camunda.cloud/view/all/job/upgrade-performance-large-static-dataset/ .
This is caused by all plugin config being moved into the `upgrade-es-schema-tests` profile and `static-data-upgrade-es-schema-tests` being empty.
Move the shared plugin config back into the common plugin configuration.
