Cannot create combined report

      Reproduce:

      • Open Optimize
      • Goto Report section
      • Create new Combined Report

      Expected:

      • I get to the edit page of the new report

      Observed:

      • "Oh no Cannot read property 'length' of null"

      Hint:
      The backend should initialize the reportIds field of the new report with an empty array instead of null
