Edit Filter button not enabled after change

    Description

      Reproduce:

      • Create a report with a variable filter. The variable type should be numeric and have a single value, e.g. "ConductDiscoveryCall is 1"
      • Click on the filter to edit it
      • Change the operator to "is not"

      Expected:

      • The Edit Filter button becomes enabled

      Observed:

      • The Edit Fitler button stays disabled
