Add source code licenses

      AT:

      • all java files in the Optimize repository/source contain the Optimize license header
      • all javascript files in the Optimize repository/source contain the Optimize license header
      • the minified javascript file in the Optimize artifact contains the Optimize license header
      • all java files in the Optimize artifact contain the Optimzie license header

      Context:
      From the legal perspective, it is important that the users now which third-party licenses we use and under which license Optimize is licensed.
