[OPT-2103] Increase responsiveness of report evaluation - camunda JIRA

given:
- I have created a lot of reports and also dashboards with a lot of reports on it
- I have a slow internet connection user <-> optimize <-> elasticsearch
when:
- I load a report/dashboard
then:
- loading time is the maximum of evaluating the report and rendering
- that means there aren't any unnecessary requests done
such that:
- even if the internet is slow, the reports/dashboards are rendered fairly swift

1.	Spike: Request immutable data only once		Done	Unassigned
2.	Cache immutable REST responses		Done	Unassigned
