Top of Overview page overlaps scrollbar

      Reproduce:

      • Have a lot of Collections, Dashboards, and Reports so that there is a scrollbar on the Overview page

      Expected:

      • I can see the complete scrollbar

      Observed:

      • The top of the scrollbar is cut off / is overlayed by the container for the search field and the create button

        This is the controller panel for Smart Panels app
