What are the steps to reproduce your problem?
1. Edit the Dashboard that has a full screen of reports placed already
2. Try to drag n drop one existing report and try to move it to a position where you need to scroll down on the page

What is the problem?
Moving the report does not trigger a scroll event which makes it very difficult to move the report to a different position that is not on the current screen but where you have to scroll down.

What would be the expected behavior:
It is easier to drag and drop a report to a position that is further down the page, just with the mouse whitout having to manually scroll.
