      AT:

      • the Optimize frontend uses the Localization API (OPT-2485) to localize messages displayed to the user
      • the language to use us derived from the browser locale (no manual switch), as also done in cockpit and tasklist
      • if the loading of the localization fails a hardcoded error message is displayed to indicate that there is a severe issue
      • The homepage is translated to german as an example (not including collections related components and delete modal)
