L3 - Default Context:
When generating demo data, we currently only have one user to test optimize with: demo/demo. Now that we have permissions as a feature it makes sense to have a couple more users and groups to test the feature.
Please make sure that we also have a second user with access to everything. This is needed so end-to-end test can be properly cleaned up.

- at least one second user is available with access to Optimize and all definitions
