Consistent Collection Roles Sort Order

      Context:
      To have consistent ordering of collection roles we need to enforce that sorting on the api.

      AT:

      • collection role entries are sorted by:
        • primarily: groups first, users second
        • secondarily: by name ascending (ignoring case)
