cannot reopen pending/executing filter from the control panel

      Reproduce:

      • create a report and select a definition
      • add a pending/executing filter
      • click on the filter from the control panel to edit it

      Observed:

      • The click does not work and filter modal does not open

      Expected:

      • The filter opens when clicking on the filter item from the control panel

        This is the controller panel for Smart Panels app
