Context:
Josh: The vintage runner is still used by the ConfigurationServiceTest and the ConfigurationValidatorTest, as the rules there don't seem to have a direct replacement (changing system and environment properties). They will continue running on the vintage runner for now, but we could look at writing extensions for this if we consider it important at any point

- the remaining vintage junit runners are removed from the tests
