configuration popover in combined report is broken when the panel is scrollable

      Reproduce:

      • Create too many reports that can be used for combined report and make the panel scrollable
      • Create a combined report and scroll through the reports list

      Observed:

      • The configuration popover button changes position with scroll and gets hidden bellow the scrollbar

      Expected:

      • The button stays in place when scrolling

        This is the controller panel for Smart Panels app
