      Context:
      As for shared definitions all available tenants are potentially possible without having a dedicated tenant specific definition available with the same definition key we have to add those to the raw definitionReader result whenever there is a tenant `not defined` available.

      AT:

      • shared definitions are associated with all tenants on the definitions /definition and definitionsGroupByTenant /definition/_groupByTenant response
