Context:
In order to increase user awareness on breaking changes as well as new features we want to introduce a "Whats' New'-Dialogue that get's shown to users on first login after setup or upgrade.
AT:
- a "Whats' New'-Dialogue is shown to users on first login to a particular version of Optimize
- the `seen` state is stored on the server side by userId (to not show the dialogue again cross machine&browser)
- there is a navigation item to access the "Whats' New'-Dialogu at any time
- the content of the dialogue is text only allowing the following elements:
- headline
- paragraph
- text link
- unordered list
- the model shall never be bigger then the viewport, on overflow the content shall become scrollable
- there is a link to the user guide of the release
- a step to update the text is added to the release guide/approach Felix on the content
