Do not remove report on scope update

      Context:
      We should not remove a report but just adjust the tenants if a user adjusts the tenants of a scope and the report won't be in that scope any longer, since it's not necessary to remove the report here.

      AT:

      • all tenants that are removed from the scope on the update, are also removed from all reports in the collection
      • if the report does not contain any tenants anymore, then the report is being removed as well
