Update Event Process Publish State

      Context:
      Once OPT-2982 is completed event process instances are imported once an event process got published but the publish state is not updated while the import progresses. This is the goal of this task.

      AT:

      • the progress percentage of the publishing is calculated by dividing the count of events that already have been processed (< the last import index timestamp) by the count of events till the publishing date
      • the latestImportedEvent timestamp is pickup up after optimize restart, so the import continues where it stopped before optimize shutdown
