Context:
With the Release of Camunda 7.13.0 at the end of November we need to add suport for it as the new latest engine version.

AT:

engine-latest profile uses 7.13.0
support for 7.10.x is dropped
cambpm integration pipeline is adjusted accordingly
the docker-compose files are updated
the `deployment.yml` for the ci branch deployment is updated
the Supported Environments section in the docs is adjusted accordingly
the Optimize Support Announcements list the raised minimum version
the Optimize upgrade notes mention the change of the CamBPM platform version
