Use Engine ResourceType enum instead of own constants

      Context:

      In `EngineConstantsUtil` we have constants that contain the engine resource type integers like `RESOURCE_TYPE_APPLICATION`.  In the backend senate in November 2019 we decided to get rid of our own constants in favor of using the enum already present in the the engine libs  `org.camunda.bpm.engine.authorization.Resources`

       

      AT:

      • engine resource type constants are removed and replaced with usage of the enum `org.camunda.bpm.engine.authorization.Resources`
