Description
As discussed in the December senate meeting, we should extract our dependabot config to a version controlled file in our codebase. This will make our settings more visible and trackable, as well as making any changes to our settings more explicit. There is no alternative way of finding which dependencies have been given custom actions based on PR instructions.
