L3 - Default Description
Context:
ReportAuthorizationService::getAuthorizedRole is used to check if a user is authorized
which is not intuitive.
AT:
- a dedicated `isAuthorizedToReport` method is introduced
to ReportAuthorizationService that is used when the caller doesn't care about the role
