Context:
The Optimize data generator we currently use in the scope of data migration tests does not create decision reports yet. It should do that and ideally also create any variation of process and decisions reports possible to increase coverage.

AT:

• all potential process and decision reports are generated in the `org.camunda.optimize.data.upgrade.Generator`
• decision reports are evaluated in the context of the data migration tests by the `post-migration-test` module
