Define and implement loading state for UI Element

    Description

      Context: 
      We currently most of the time hide the UI element when we are still loading the data. This is not ideal because the content expands later after the data is loaded. It would be better to have a loading state of UI elements (EntityList, Typeahead, Dropdowns, Buttons, Modals). In other applications, usually, there is a predefined loading Skelton or loading indicator state for that specific UI element.
