Setup and start Engine Mockserver

      We should just try getting an Engine mockserver instance running as part of our tests. It can do nothing at first, just setting up, and being accessible to integration tests.

      AT:

      • An Engine Mockserver is started and runs as part of our IT setup
      • The MockServer can be accessed by ITs and expectations and verifications can be made
