• If all Entries in an EntityList have at most one action, the icon is displayed instead of a context menu

We currently have this in the UsersModal for the Event based processes. There however, we use a trick to hide the context menu and use a meta column with a custom style to simulate the behavior. This ticket is to implement the logic properly in the EntityList
