We should have integration tests that use the Engine MockServer to verify behaviour when engine requests fail in the context of entity importing.

ATs:

• We should have a test that the status rest API behaves as expected when the engine is down.
• We need tests to ensure that Optimize can handle failed requests to the engine when fetching entities to import
