Add new "medium" size dataset to data-generator

      Context:
      In the scope of OPT-3327 a new generated dataset is required as the current large one would have a too high time overhead in terms of import duration for the query and upgrade performance test.

      AT:

      • a new "medium dataset" can be generated and used by all jobs making use of generated engine datasets

        This is the controller panel for Smart Panels app
