Add documentation on required user permissions

      Context:

      With OPT-3247, we filter the user dropdown and the collections user list based on the current users identity access permissions, filtering out those users/groups the current user is not allowed to see. This means users now need to be given explicit user/group permissions in order to see other users in the dropdown/user list.
